Public Sector Innovation

Establishing the level of innovation capacity in the public sector and creating an action plan to increase it at the level of the central public administration.

OECD statement

Following the OECD Declaration on Innovation in the Public Sector (OECD/LEGAL/0450) adopted in 2019, the OECD supported governments in developing their innovation capacities and support structures.

The OECD has extensive knowledge of public sector innovation and has conducted innovation scans and analyzes in this area in Canada, Brazil, Israel, Norway, Latvia and Denmark. The need for innovation and anticipation in the public sector has never been stronger than today.

OECD support

The OECD supports the Government of Romania in assessing the strengths and weaknesses of the public sector innovation system, its influence on different types of innovation (including anticipatory innovation, missions, improvement and adaptive innovation) and will develop an action plan for improvement. Together with the Romanian authorities, the areas where the reforms could have the greatest impact on innovation in the public sector will be identified. The creation of the Innovation Laboratory at the center of the government, aims to manage public sector innovation within the public service and to develop an anticipated innovation function for the Government of Romania.
